Steve Elliot
President and CEO

Steve Elliot is a business resiliency expert who actively manages internal business continuity programs and consults with a diverse range of public and private sector organizations. Mr. Elliot is a specialist on business continuity management, contingency planning, emergency response, HIPAA compliance, pandemic preparedness, and disaster recovery programs for both technology needs and restoration of business operations. He is also an expert in advising organizations regarding overall plan development, risk assessment, business impact analysis, mitigation strategies, simulation exercises, staff training and program maintenance.

Mr. Elliot is a featured presenter at numerous seminars and conferences, and is recognized as an authority on auditing, developing and implementing customized all-hazards business continuity and incident response plans, and effective enterprise and technology disaster recovery solutions.

Steve Elliot is a member of the Corporate Board of Directors of the Association of Contingency Planners (ACP), and the past-President of the Greater Tampa Bay Chapter of ACP. Mr. Elliot is a member of the National Fire Protection Association’s NFPA 1600 Technical Standards Committee, and a member of the Tampa Bay region’s Local Emergency Planning Committee’s Facilities Disaster Planning Team as well as the Risk Management Committee for the Greater Tampa YMCA. Mr. Elliot also co-authored the 2008 and 2012 versions of Florida Business Disaster Survival Kit.

He is the Business & Industry Liaison for the City of Tampa’s Emergency Operations Team, having served during the 2012 Republican National Convention and numerous special events in Tampa including Super Bowls, Gasparilla parades, and tropical storms / hurricanes.

Steve Elliot founded Elliot Consulting in 2002 after a successful career in a number of Fortune 200 companies as a global account manager and consulting professional with additional proficiency in operational resiliency, business continuity, disaster recovery, project management, as well as business development, sales and marketing.

A Certified Business Resiliency Manager (CBRM), Mr. Elliot is also certified by the Business Continuity Institute, Disaster Recovery Institute International, and FEMA-certified in various Emergency Management, Incident Command, and National Incident Management System programs.

William Hastings
Senior Consultant

With over thirty years of contingency planning and disaster recovery experience for Raytheon and the United States Navy, William “Bill” Hastings brings to Elliot Consulting a wealth of knowledge including severe weather planning, risk analysis, incident response planning, operational logistics, vital records identification and protection, and human resources management.

Mr. Hastings retired from prominent defense contracting company, Raytheon (and legacy E-Systems), where he was the Manager of Administrative Services for the company’s St. Petersburg and Largo, Florida facilities. Raytheon is an industry leader in defense and government electronics, space, information technology, technical services, and business aviation and special mission aircraft. While at Raytheon, Mr. Hastings was responsible for converting Raytheon / E-Systems disaster recovery plan into their first Business Continuity Plan in 1991. Since its inception, Mr. Hastings served on Raytheon’s corporate business continuity planning team.

Prior to his 20-year career at Raytheon, Bill Hastings served in the U.S. Navy. His naval career included assignments ranging from ships at sea to the Pentagon in Washington, DC. Tours of duty at the United States European Command in Stuttgart, Germany, and the United States Central Command at MacDill Air Force Base, Florida, highlighted his distinguished 20-year naval career.

Bill Hastings is a past President of the Greater Tampa Bay Chapter of the Association of Contingency Planners, and under his leadership the membership of the Chapter shared learning experiences from a wide variety of business interruption scenarios plus continual education on the many facets of business continuity planning.
